Yes, all people (citizens and noncitizens) with a usual residence in the 50 states are to be included in the census and thus in the apportionment counts.
Basically, illegal immigrants are included in the population counts that help determine a states electoral votes.

Makes a huge difference in a state like California, which gets the most electoral votes of any state in the country (55) and also happens to have the highest percentage of the country's illegal population (25%). With ~2.6 million illegal aliens (making up ~7% of the state's population), they get enough extra electoral votes to negate entire states.
