Hell even asking mods 8 years ago about even purgatory not being very effective:

Its like a mod admitting they cant do anything to someone with alts....
Kinda ironic tho given the guy running around with 10K alts.
Moot as anyone can have alts and im sure plenty dont flaunt it much as others and its just a testament to how long ago having alts just trumps the system.
It's fucking obvious whose alts they are though. "Nice username!" "great poster" and shit like that, quoting his own alts and so on..
Some are blatant while others are just known/obvious while plenty arnt known at all.
Its 3 different methods for the same problem.
