Hell even asking mods 8 years ago about even purgatory not being very effective:
"Basically the thinking is that it's more effective overall to give timed suspensions than to outright ban accounts. In other words, it's generally better to let people have something of value to come back to than just ban accounts left and right and create the situation where someone is just running around with a handful accounts that have next to no Karma and therefore have no incentive to follow the TOU at all."
Its like a mod admitting they cant do anything to someone with alts....
Kinda ironic tho given the guy running around with 10K alts. ---
