I stopped watching season 6 after the mid-season finale because it was so boring/bad. Did it get any better after that? Did they leave it open for season 7 to be interesting?

No. Diaz is the worst villain the Arrowverse has ever seen. He is bad fanfiction tier, only dangerous because the plot demands he is. Despite being a basic street thug that lost to fuckin' Wild Dog in an early-season fistfight, Team Arrow and the show act like Darkseid himself has descended on Star City.

Off the top of my head:
-He blackmailed or bribed so many city officials and police officers that he uses an SCPD headquarters as a base of operations. Never show how he accomplished this, it just was.

-The show introduces a never-before-hinted-at criminal organization called the Quadrant, so named because they control all criminal activity in the United States which they split into four areas. Diaz casually kills all the leaders of this massive criminal enterprise and takes it over in about three episodes.

-Black Siren, first introduced into this continuity by using her sonic screech to tear a skyscraper down and later shown to also be an extremely capable hand-to-hand fighter, is somehow terrified of the powerless Diaz. Why? Well, it turns out that the borderline sociopath Siren - who had previously jellified a dude's brains with a close-range screech and worked for actual monster Zoom - got super afraid when Diaz burned a dude alive. Why did he burn that dude alive? Because he, no joke, bullied Diaz as a kid.

-The last season mentions a group called the Longbow Hunters. These are nigh-mythical figures that disappeared decades ago. So powerful, even the League of Shadows fears them. Apparently they'll be working for minor street thug, Ricardo Diaz.

- Black Siren interrupts Diaz and Oliver's final fight because Oliver isn't going to kill him. She canary cry's his ass about fifty feet off a five-story building, but he lands in water and his body can't be found. So he'll be back next season despite being the worst villain ever.


And this is just one aspect of the terrible season. As for how it ends, Oliver makes a deal with the FBI. Apparently, the FBI isn't interested in stopping a crime lord from openly operating in Star City or an entire city's worth of officials being on his payroll. They only step in when Oliver makes a deal in which he will admit to being the Green Arrow. So the finale ends with him admitting on camera that he is the Green Arrow, the Arrow, and the Hood (incidentally clearing Roy's name) and going to prison.
