Restaurants have these policies because in your standard robbery situation the best course of action is to give them the money and get them out of the building asap. 99% of robbers only want cash, and some would-be hero pulling their gun will only make the situation more volatile.

Obviously this situation wasn't a robbery so that doesn't apply so well, but it's the outlier. The vast majority of gun crimes in restaurants are armed robberies, and these policies exist to help get them out of the building quickly.
