Allow for Topic/Message "flairs/tags". We'd be focusing primarily on the topic level here, but if we allow for users to flair their topic with a particular flair (think "Off-Topic", "Spoilers", or even things like "Boss Help"), we can completely eliminate Off-Topic Posting deletions completely and allow for users to filter boards based on what they want or don't want to see. If you frequent a gaming board long enough to enjoy the company of the fellow users, you'll be able to engage in off-topic chats with them on that same board and users who don't want to see it can just turn those posts off. For moderating, we can simply flair the topic for users instead of deleting the topic completely and issue them a NWD to inform them how flairing works.
