If her 7* focused more on her Spr build that would have completely broken the game, especially since things like Thirst for Survival stack in JP. It's kind of like their original step ups on this banner. They realized after the fact that the step ups were "too good" and nerfed the crap out of them. The same thing happened with Lila, only they couldn't change her stats or mods.
