He is not popular, and even hated in some places, and many fans would be outraged if their team signed him, hurting the team's profits. In addition he is demanding starting qb money, which many teams are not willing to pay him after his steady decline after appearing in the superbowl. He had a chance to sign with two teams and blew both chances, once was because of money.
