They make the statement "black people commit more crime" and that colors their opinions of all black people, regardless of the situation, and they feel justified because they cherry pick that first nugget of information. Those mitigating reasons you mention (and don't forget historical racism that created an underclass for black people that is maintained to this day) don't matter to them.
