Well, there were best friends for a long time as children. And it's not like she wasn't thinking of Chloe. I believe she did write a few letters. Not many, but some, IIRC... Not only that. She doesn't know many people or have many friends... It makes sense she would attached herself to Chloe and her family, who are the closest people to her there. Basically like a second family...
Max isn't portrayed as specifically lonely though, she doesn't have a group of friends she travels everywhere with but she's not an outcast. The only people that specifically don't like Max is Victoria and her colleagues.
Yes, Chloe's family was like a second family to Max, when they were kids. That was a long time ago.
Like I said though, Max didn't even know Chloe was there, wasn't thinking about her, and even though she had been back in town for a while she never even attempted to visit Chloe.
And when she goes to the alternate time line where she is part of the popular group and friends with Victoria, all Max can think about is running back to Chloe.
But it's different for everyone. I don't think she's an outcast, but I do feel like I've been in the same situation before. And I can understand getting attached to someone you use to be close to. And this whole adventure they went on probably made them grow closer. And fast. But different strokes for different folks... ---
