The other people it's supposed to help are the ones who play mainly casually, can't reliably make it to rank 15 every month for the rare, and get smashed by meta decks when they show up on ladder. This should give them a wider window to get matched with players around that skill level. The only people who really get screwed are lapsed players and the 10-15 bracket of players. Also I'm not exactly sure how generous the resetting is, but I only bothered playing to Rank 12 and got reset to rank 15.
