Laws are inherently punishing to those they effect, and the only control effective enough to get a result you'd call effective is near complete disarmament.
Not all laws are designed to punish. Regulations aren't punishments. Just because there are consequences for breaking laws doesn't mean a law is a punishment. Breaking a law is a crime and crimes have punishments.
