The unwilllingness to lock people like this guy and the Vegas shooter up who demonstrated clear mental and emotional issues that had him as a danger to the public is a bigger part of the problem. Locking people up because they have "mental and emotional issues" is a fucking horrible solution. Someone with mental issues needs help, not prison.
