I think it's a fair thing to say. By all means, if you're being compliant and the police still do something wrong, then they should by all means be held 100% accountable, and the system needs to change so that that actually happens

But if you purposely resist, then you're basically inviting for them to react in whatever way they're going to react

So, really, if you hate/distrust the police, then I'd be placing my bets on being compliant being less of a risk than flat out basically giving them the freedom to do what they want by resisting.

The system needs to change so that police are held accountable if they do something wrong even if you do something wrong first. Compliance and passivity should not be prerequisites to avoiding execution without trial.

Now if what you're actually trying to say is that during an individual's meeting with a police officer, they should be compliant and passive for their own safety, then yes, of course.
