He is Strong but he cannot focus his emotions. Vader was full of hate but by the time of the original trilogy his hatred was harnessed and focused. Kylo is very powerful but he simply doesnt have the focus and emotional maturity to reliably come anywhere close to his potential. Rey has the same raw power with less training...but she can focus better because her emotions are less raw and explosive.
