Apparently this took place in Kansas and the prank caller was arrested in Los Angeles.

Isn't it transferred intent or does that follow under felony murder? (I could be confused lol)

As to how it applies here -
"In most jurisdictions, to qualify as an underlying offense for a felony murder charge, the underlying offense must present a foreseeable danger to life, and the link between the offense and the death must not be too remote."

I think the foreseeable danger to life is rather obvious. Whether the link is remote or not hinges on the cop who did the actual shooting and how they are trained to handle hostage situations given the information provided by the supposed perpetrator.
