To my understanding as well, internet speed in other parts of the world are notably faster than ours to boot.

One word, infrastructure.

Of course, there's this issue. I think it was going to be nigh impossible in Los Angeles County for example since installing the fiber lines underground will be difficult/impossible with all the existing pipes and other lines.

Installing above ground will require building new towers and/or pigging back off other ISPs towers and I'd imagine they'll be hardpressed to share.
