Topic	Moderators are now required to leave notes on all messages they delete.

Especially if the note needs to be written prior to deletion. So I expect this overtime to either turn into short notes that don't explain much but can be copy pasted and reused, or be long notes that inadvertently give more room for people to try twisting what's said around.
