We had a similar problem once and it was the younger cat trying to claim dominion over the older one, it took a lot of fucking effort to stop it. Note: I'm not sure if this actually worked or if the cat just stopped of it's own free will, but I scrubbed any spot it whizzed on to negate the smell/marking of territory and also sprayed the cats back with water each time it did it.
