Loud dogs living in population dense areas should be treated kind of like dogs that bite. They should get a couple of passes allowing the owners time to properly train them not to bark, but after that the owners either need to move somewhere where incessant barking doesn't matter, like a farm, or the dog needs to be surgically debarked.
