California wants people to test for HIV and lowering punishment could get more people to comply. Thats the debate. Could it? Or could it not? No one knows. California is taking the risk so the rest of the country learns. Its reckless no doubt.

This debate has nothing to do with liberalism. Risky policy that you dont agree with doesn't make it liberal by default. What type of crappy tribal logic is that? Its like people dont know what liberalism and conservatism is anymore. /shurgs

Californias outdated and draconian HIV criminal laws have disproportionately harmed people of color and transgender women, said Melissa Goodman, LGBTQ, Gender and Reproductive Justice Project Director with the ACLU of Southern California. With the enactment of this law, our laws will now become more fair, less discriminatory, and will promote treatment and prevention rather than criminalization.

We have SJWs crying about how the current law is discriminatory against persons of color and transgendered people. Literally a "but muh oppressed groups!" straight out the SJW 101 textbook.
