Using ellipses in any sense other than academic (in which case it has its own character rather than being three periods in a row, and can only be used to omit part of a quotation) requires nothing other than consistency within the work.

That's fair. The wikipedia article for Ellipsis doesn't mention which spacing option is the most appropriate for American English (it gives different options), but does mention that, in British English, when it represents a pause, it should be followed by a space.
