In the abstract, I think it's a gross way to "monetize" your most dedicated players. We know from achievement data and company statements that very few people who buy a game go on to finish it. WB look at this situation and think, hey, these are people who have already invested dozens of hours in the game and are more likely to seek out the true ending. If we tweak the drop rates just right, a certain percentage of those people will commit to spending more money rather than spending more time acquiring the necessary orcs to reach the end.
