It's an optical illusion generated mostly by the quality of the image (or lack thereof).

It has nothing to do with the quality of the image, it's the limitation of the human eye and photoreceptors (Like a digital camera) in general. In a live environment you eyes would have adjusted to the excess white/yellow in the environment (The area being well-lit at this angle by artificial light) in order to better extract information about the colors of the dress (Which is definitively black and blue irl). However, your eyes are not exposed to the same conditions the photo was taken in, and thus your brain makes no attempts to filter out the excess ambient light when comprehending the image in your head because it does not recognize that this is essentially noise. The most startling illusion from this is that the ambient light seems to have a lot of yellow in it, and the black fringe of the dress seems sufficiently reflective, so when you view it without your brain filtering out ambient light the black reflects much of the yellow light to create the illusion of "gold". Some people likewise seem to get the blue color washed out by the excess ambient light.

And, of course, when the camera took this photo, much like our eye, it did not filter out the excess ambient light, which allowed the camera's shortcomings to likewise be carried on and exacerbated our human shortcomings.
