Because it wasn't going to hit Japan. Even if it was a Tsar Bomba it wouldn't matter, NK is so bent it'd never hit anything.



Thing is, it's been theorized that nukes may be more dangerous/deadly if they explode at a higher altitude (radiation will hit a larger radius, heat/fire will burn further etc), so if NK did send a nuke with a destruct code, they could have set if off over Japan, even though it wasn't going to actually land/hit there.

I just wouldn't wanna risk having a possibly nuclear missile flying over me if I had any way of stopping it.


Tsar Bomba was detonated 4 km over land surface by using barometric sensors.
Since NK knows where they will shoot the missile from and where the target is, they could use pretty basic instruments on pair with the German V2 rockets. Heck, all they really need is to have an internal clock that starts when the missile is launched and have it blow up when it hits zero, in theory.
Have a couple of pre-set times based on where they shoot it from and at what target and pick the correct one before launch.
