If they'd succeeded in fulfilling that role, government would never have needed to step in. The fact that they didn't kind of shoots a whole bunch of holes in this viewpoint.

Again, history does not bear this out.

Prior to the 20th century, social security programs were rare-to-non-existent in most countries and their functions were handled by charitable organizations. And they were fucking terrible at it.
