It would appear that Cyborg actually addresses and denounces the Nazis, essentially calling people on both sides blind fools, and suggests that just because one group is worse doesn't make the other group less bad or even necessarily less damaging depending on the factors at play.

Whataboutism is, at it's core, used to dismiss criticism by using a form of red herring. If you acknowledge and, god forbid, AGREE with the criticism, your reply fails to meet the minimum requirements. If you don't, and instead try to point to an external party's faults to divert from the criticisms leveled towards you, you do. In this context, Cyborg would be criticizing both parties.
