If you just do your fucking taxes with some common sense, you can get your overpaid taxes back from the government. Sure, that's not as good as say, not withholding so much in the first place and applying it to all incomes (idk how viable this is i'm not an economist) but at least there's a failsafe in place for the poor to get some of their taxes back
