It goes back to the old Egypt that used the sundial to count daytime and 12 stars to count nighttime.
Since they already used 12 on the night, they decided to use 12 on the day as well.
The 60 comes from the Sumerians and later the Babylonians. It is the smallest number divisible by the first six counting numbers as well as by 10, 12, 15, 20 and 30.
Although it is no longer used for general computation, the sexagesimal system is still used to measure angles, geographic coordinates and time.
As you can guess, hours were different long depending on what time of the year and where on earth you are. Minutes wasnt even calculated until 1670 with mechanical clocks as a way to get a fixed hour.
