In the US, a university consists of multiple disciplines -- so they'll have a School of Business, School of Mathematics, etc. A college focuses on only one discipline. So if the institution doesn't have multiple colleges, it as a whole is a college. So, since not every school is a university, "college" is the blanket term for higher education. I think online textbook sellers were just starting to appear around that time.
