Topic	Baltimore hoping for a murder free weekend in August

Usually just small pockets of major cities. As for the why, it's poverty, it's gang violence, and a few other issues. Yeah you can actually walk around perfectly fine in most places of Chicago. The thing is, peace doesn't bring in the ratings to MSM.
