Actually, if you made the wall barred instead of a solid barrier, you'd be using less material. I'm not sure how the the logistics of that design would affect the overall cost, but it would seem like you'd be paying for less material at least.

Yeah, that's why I couldn't say for sure either way. You gotta weigh the options between concrete or steel or something else entirely. Then you've got to build a barrier underground at an equal length to combat tunneling.

Either way, designing a wall to combat falling sacks of drugs is unbelievably silly to me. Like, I just can't take that quote seriously.
