As suggessted by others after the first D20 roll to hit enters your critical threat range, the second D20 roll is simply used to determine if the strike does critical damage. Unless the AC of what you were fighting was so high that you couldn't hit it without a 20, it sounds like your DM was a little confused himself, which is surprising for PFS.
