Well, maybe! Registered Republicans make up what, 32% of the electorate? 34%? Something around there. So if you take the 17% approval rating, depending on rounding and sample selection you could have majority Republican approval even if zero independents and Democrats approve.

Of course, voting for a bill that has absolutely zero independent support has its own suite of issues, but if your foremost concern is "don't get primaried" you take what you can get.
