Probably HW I guess. It's definitely not Reagan or W. Man what. The Roosevelts (especially FDR) both consistently score very highly in bipartisan ratings of presidents; FDR is almost invariavly top three in particular. FDR was responsible for a lot of what made America arguably the world's greatest country post-WW2 (it certainly wasn't Coolidge or Hoover!); the only people who would class him as trash are extreme conservatives who believe that all government is evil. Anyway I voted for Nixon, despite Watergate. Policy-wise he is one of the most obviously positive presidents in the group. Watergate is totally a valid reason not to vote for him, though. At which point... Ford and HW both fall into a group of "decent human being, generally neutral presidents" which I guess is the next best. Reagan was a principled leader who helped bring about the end of the Cold War but trickle-down economics is basically a big failure that continues to hurt America today (although to his credit he had the decency to realise a mistake and backpedaled on it somewhat, which I feel many of his disciples would never do).
