People were mad and saying things like "it's not fair that I work my ass off to barely live and they get to sit in the apartment for free!"

Except that by giving the homeless people homes, they managed to save money. Less hospital visits, less police checks, more money from tourism, less drugs being used, etc. Without even getting into the fact that more homeless people were able to leave the situation by having access to a stable home / shower / etc.
But because of the crab mentality, people freak out over "people getting things for free"

That didn't happen when this was actually put in practice in the 70's. The housing projects quickly became slums and dens for criminals, and the end result is that they had to demolish more housing units than they built because crime got so bad.

The Boondocks were making fun of the crabs-in-a-bucket mentality. It wasn't meant to be an endorsement of public housing.
