That doesn't mean anything, as far as it would concern her anyway. Twitter is not a federal government agency and Trump's personal account is his to manage. She is 100 percent free to criticize him on her own account, though.

The president is essentially saying "You can be informed on what i'm doing ONLY if you never criticize and fully support me"

So at this point its no longer Trumps personal brand and is an official white house statement.
