They will allow you to instantly allow you to upgrade to Artifact Knowledge level 25 which is like a 24,000% increases Artifact Power gain. Once you do that, begin the Broken Shore questline and you will quickly unlock Artifact Knowledge level 26 which is 100,000% increased Artifact Power gain. You can also very easily attain iLvL 850 by doing Broken Shore world quests.
