Starters refers to the starter Pokémon, not its evolution. When somebody says starter Pokemon, they're talking about charmander, not charizard.
For the purposes of this poll, or which one you think is best, considering or not considering evolutions is your choice. If you want to vote charmander because you love charizard, that's your choice. I personally see each Pokemon as it's own thing. I do not take evolution into account when somebody asks, "Do you like growlithe?" Except for to say, "Yes but aracanine is way cooler."
This is an incorrect statement. When you say "starters" you're talking about the whole like. People don't pick charmander to have a charmander. They choose charmander to get charizard.
maybe when you say starter you mean all of it's forms. when i think starter i think of only the 1st form. the forms after that are evolved forms of your starter.
