I'm gonna push back on this: the UK security state watches over everyone, which is the problem. Mass surveillance just means more hay in which to find a needle. But this isn't merely a detection issue: this is an issue where they were abetting and encouraging people like this bomber because they thought they'd do their damage in Libya. Well, yes.
