Yes and no. The main aspect of the neoconservative platform is foreign policy based and founded on things like interventionism and an extremely pro-Israel bent. They're the main advocates for nation building. As far as I can tell their social policies are a bit less important, though they're generally anti-Muslim.

Bush, Cheney etc. are some prominent neoconservatives.

Right; in terms of domestic policy they're generally more lenient on social spending and such programs than other branches of conservatism.
