The full transcript indicates that there was laughter accompanying Ryan's "no leaks" line, so I think it's pretty likely that was also a joke:

Yeah, it's a pretty dumb joke, but I see no reason to doubt that it was a joke from that.

I'm less clear about what McCarthy actually thinks. I do find it ironic that a McCarthy is accusing someone of Russian ties in 2017 (or 2016, rather), though.
