I think it just sounds like you're too nice and want to make others happy, no matter the cost to yourself. Do NOT be another voluntary doormat. The world has too many of them and they drift through life disrespected and unhappy. I've known some and tried to help them, but the issue can not be forced. The people here want nothing from you and have nothing to gain no matter which direction you ultimately head in. Take that to mean everyone cares and wants what's best for you, and is coming from a place without an emotional bias.

Parasites are very good at their job, otherwise they'd be straight-up homeless instead. Given the circumstances, you need to have a written contract with her that makes everything clear regarding financial expectations. Even things like driving her home when she is too drunk can be a slippery slope because of the dependence associated with it. Every once in a while is not a big deal, but past a certain point (more than once a month) tell her to take a taxi and make her pay for it. When presented with a financial plan, or whatever you want to make it, somebody that respects you and the help you're providing will abide by it, a freeloader will always try to turn it around on you with a guilt trip or by making you feel like the villain.

The more her dependence grows, the harder of a time you'll have getting rid of her for a number of a reasons. Users have a habit of anchoring people down and making them accept it. I'm not trying to make her sound like the devil, but she is clearly both irresponsible and needy to varying degrees. Also, if she does have increasing feelings for you and you're going out with somebody else, there's always a risk she could try to sabotage things, passively or otherwise, because there'd be a looming threat to her present situation.
