I'll tell you what actually happened: Obama funded the state subsidies without going through congress and getting budgetary approval. As you would know if you read a fucking book, this is illegal. So the House sued the HHS secretary, Cynthia Burwell. A federal judge indeed agreed: it was unconstitutional for the government to spend that money without congressional approval. Naturally, Burwell appealed. What's going to happen shortly is the new HHS secretary, Tom Price, will drop the appeal which will make the lower court's ruling stand. It's basic civics, not Trump being a "fucking moron". --- Some say that his voice can only be heard by cats, and that he has two sets of knees... all we know is, he's called the Stig. ...
