It is an actual quote, but it's taken a bit out of context. I'll go find the interview it was from really quick

At the very end of the interview. He's not using it at a justification for anything, it's just typical Trump braggadocio.

It was braggado. He used it to deflect the question. Basically said "I must not be doing so bad for myself since I'm president and you're not"....it was a question that challengers him, he gave his typical non-answer then said that. Even in that context it's a laughable quote.
