| eston 04/11/17 1:12:12 PM #16: | Not necessarily. The reason they weren't charged is that the officer didn't see them fucking. He inferred it. If an officer sees you pissing, you may be arrested. If he doesn't see you pissing, you won't. Also IIRC a few years ago some woman stripped naked on the front steps of the Capitol at night so her bf could take pictures, and she was not charged even though a police officer literally stood there and waited for them to finish before telling her to put her clothes on. --- ...
