Seems like an issue with supply and demand, mostly. Looks like California had too many educated people and not enough willing to sweep a floor.
In this specific case there wasn't, the local news did an audit and even caught the employee in the closet for hours at a time...moreover he was violating overtime rules and caught not actually clocking out multiple times.
He should be fired, but because the bart union is so strong he won't be. The union really should let him get fired for multiple cases of fraud, but c'est la vie
