Actually no, that Janitor does in fact make too much and he was gaming the system by working hours that was physically impossible to do so. Bart is disgusting and filthy and is a shitty job, so they should definitely be paid well, but working 100 hour overtime a week will not lead to good work and he can't be everywhere at once.
