They're not a specific location, or a specific country, or a specific group (like how Nazis had their Nazi uniform and were otherwise soldiers). They're just a ragtag guerilla group, but a bit more organized. You "wipe" them out and more take their place, maybe under a different name, but they'll be there. Terrorists are like cockroaches. Additionally, they're galvanized by western intervention in the middle east.
