Pretty much. There's no way in hell people who've held several of jobs, can scrunch all employers they've worked for, into one Microsoft Word page for a work resume, since employers prefer a brief description of a candidate's work experience. Even if that candidate had a lot of employers under his/her resume, I doubt all of them are relevant work experiences to employers, depending on the field of work.
